Timothy O'Shea, MS, Pharm.D., is Manager, Clinical Pharmacy at Horizon Blue Cross Blue Shield of New Jersey where he has worked for over 8 years. At Horizon, Timothy leads strategy and outreach within Pharmacy population health, case management, and gap closure which has yielded over $20M in savings over the past three years. In addition, Timothy coordinates clinical programs with 15 health system value-based partners throughout the state including lower cost drug alternatives, specialty initiatives, pharmacy gap closure, and supporting Medicare STARs program. In addition, he oversees specialty drug management including oversight of site of care program, biosimilar strategy, gene therapy and CAR-T, pipeline, and high-cost trending.

Timothy also serves as Adjunct Assistant Professor at Ernest Mario School of Pharmacy and is a Contributor for Pharmacy Times. He graduated from MCPHS University - Boston and subsequently completed a PGY-1 Managed Care Pharmacy Residency. He completed his M.S. in Health Services Administration, with a focus on Health Economics and Outcomes in 2018. His professional interests include pharmacy legislation and managed care pharmacy.
